If I recieve a message that has been pgp encoded and view the message in KMail it will ask me for my GPG password and will show the decrypted message in the message window/frame.

(1) If I select part of the message and hit reply it will add that part as quote in the reply.

(2) If I do not select any part of the message i.e. I want the whole message to be quoted KMail will ask me for the password instead getting the decoded message as if I have selected the whole one in case (1).

That is KMail should sense that it hase the message decrypted and only ask for the GPG password again only if the message has not been decrypted before that.

Ok bug #40394 has the same idea and it has 40 votes so this is a duplicate of this one.
