If a panel is on the edge connecting two displays, maximized windows, including quarter/half snap, will go beneath the panel.

e.g.
Display 1 on left, Display 2 on right. If panel is placed on the left edge of Display 2, all maximized windows on Display 2 go beneath the panel.

Reproducible: Always
