I added manually (Dmitry told me how) custom settings for the Stabilizer 'stabilizerSampleSize=30' (these is described here: https://bugs.kde.org/show_bug.cgi?id=362445#c15). I trying change behavior of Stabilizer because by default Stabilizer works slow for me (after fix bended lines in v3.0 on Windows). I put 'stabilizerSampleSize=30' in the beginning of ‘kritarc’ file. I edited ‘kritarc’ file while Krita was turned off. 
Next I started Krita, hit File >> New >> Custom Document >> Create and Krita crash...

Reproducible: Always

Upsss... I forgotten earlier to attaching the kritarc file.

But I also can't reproducing this bug in the Krita's win build from 4th June...

I tested on Win 7 64 bit, 4 GB Ram, Nvidia GeForce G 103M.

I'm afraid I cannot reproduce your crash, so I guess it got fixed in the meantime.

Yes... I also can't reproduced it anymore :).
