1) Put two icons in horizontal line with some empty space in between them 2) Select them and drag so one of them is out of view 3) One icon is placed randomly, or at least it might be some pattern but I am missing it 4) Do same by putting icons in vertical line 5) Those icons are not moved by drag which is IMO correct behavior Reproducible: Always

Yeah this behavior is pretty predictivle, but maybe not ideal. FWIW what Windows does is place the out-of-view icons along the edge you've dragged the group into.
