When i drag a file/application to the panel in order to create a shortcut, i cannot change the shortcut's icon. Right clicking and entering 'Icon Settings' allows only to change the keyboard shortcut, but not to change the icon of the shortcut.

Reproducible: Always

Steps to Reproduce:
1. add a shortcut to the panel
2. right click the created shortcut and enter 'Icon settings'

Actual Results:  
A window opens where i can only change the keyboard shortcut.

Expected Results:  
Provided the possibility to change the icon of the shortcut.

Would be nice to be able to change icons of shortcuts on the desktop, like previous versions. It used to work in Kubuntu 14.04.
