Usually, opening a file when viewing another leads to the open file dialog starting from the containing directory of the file we are viewing, This is no longer the case when using fish://

Reproducible: Always

Steps to Reproduce:
1. open remote file using fish
2. go to File -> Open


Actual Results:  
You are in a local directory

Expected Results:  
You are in the remote fish:// directory

This is a regression

Looks like the same as bug #346721. Closing as DUPLICATE.
