As bug #340165 is marked as fixed, I' d like to discuss the issue in a new bug here. Middle click to launch new instance is almost everywhere: windows, unity, gnome, etc. I hope this bug gets reconsidered, at least an option should be given. Many times you only have one hand on the mouse, the other hand holds some thing to eat, which makes shift-click not convenient and productive. 

And now when I middle click on icon if the panel isn' t locked, a note appears at the left, this is totally unexpected useless behavior. Doing nothing is better than doing this. I have to move and  click many times to remove that note.

Reproducible: Always

Steps to Reproduce:
middle click on Icons-only Task Manager when panel isn' t locked.

Actual Results:  
useless note widget gets added

Expected Results:  
new instance of running application should be lauched

Plasma 5.3 no longer does paste on middle-clicks on panels.
