I have a contact that is synchronized over the dav resource and basically is a dummy contact for my rss2email daemon. For this contact i have configured that the desired format is html and that remote content should be displayed.

These settings are ignored until i manually re-configure them. Reconfiguration is done by opening the contact for editing, re-set the settings a clock OK. 

What seems a bit surprising is the following:  when i look at the contact the overview of all contacts it shows "MAILALLOWTOREMOTECONTENT TRUE" and "MAILPREFEREDFORMATTING HTML", but when i open the contact for editing the settings are "MAILPREFEREDFORMATTING STANDARD" and  "MAILALLOWTOREMOTECONTENT FALSE". After clicking ok in the editing dialog, the overview shows exact the same summary. 

After re-configuring the settings, All other computers which are synced observe the problem that the settings are ignored. Therefore it is only possible for me set the settings for a single computer.

This bug may be related to the bug, that the resource is temporarily unavailable (see Bug 341998), because the above observed behavior seems to commonly aligned with the occurring of Bug 341998. That means i am unsure about the trigger of the bug, 
Possible Trigger 1: The settings of the synced resource are ignore completely and are only are set after a manual local (re-)setting, but the manual re-setting causes the resource to become temporarily unavailable on the other computers. 
Possible Trigger 2: The settings are synced and this causes to local settings to be somewhat invalidated and ignored.

Till: Could you check whether this bug still reproduces? Perhaps it is a duplicate of Bug 377554?
