Maximized windows' title slip behind the KDE panel when panel is on top of the screen, despite telling the config it should NOT do so.

Reproducible: Always

Steps to Reproduce:
1. move your KDE panel to te top of the screen.
2. click the cashew, open the settings, select "panel is always visible".
3. Maximize the window
Actual Results:  
The title bar of the window is behind the panel, and the window can neither be closed nor moved with the mouse, only with Alt+LMouse+Drag (which not all users know).

Expected Results:  
The title bar should stay BELOW the top panel.

The panel settings seem buggy to me completely here. When at the bottom, there is no difference between all the 4 settings ("always visible", "slip behind" etc) - sorry for my translations - I am in a German system here and am actually translating it back to English - but you know what I mean I think.

When the panel is on the left, the setting "always visible" works as expected:a maximized window stays right of the panel. The "hide automatically" option has no effect here at all, at no screen edge of the panel. When choosing "windows can overlap the panel", a maximized window is BELOW the panel (left, right, top).

I remember that this has worked someday in the past, so I think this is a regression.
Can anyone confirm this or do I only see it on my system? (Kubuntu 14.0.4, KDE 4.13.2)

Using the contextual menu. 

Note that there are two maximise commands, only one of which was checked (selected) whilst preparing to de-maximise.

The one window that was bugged is now de-maximised. 

Two other windows remain minimised.

This bug is reproducible with Firefox on PC-BSD 11.0-CURRENTNOV2015.

In my case, more than the title bar becomes invisible; the panel also obscures what's immediately below that bar (in my case, the menu bar).
