There's a scalable icon:
/usr/share/icons/hicolor/scalable/apps/kolourpaint.svgz
but it isn't used.  For some reason it uses the raster version (biggest is 48x48).

It looks ugliest when you're using Alt-Tab to switch programs.

You could ask Oxygen icon maintainers to create a larger PNG from the SVG file.
