When I reply to an email whose original encoding is not ascii, the quoted reply message gets all the non ascii characters broken. This happens a lot with messages I receive that are encoded in UTF-8 or CP-1252. The default charset of my system is UTF-8, and the list of charsets in the configuration of Kmail is (in this order): us-ascii, iso-8859-1, utf-8 (locale), utf-8. Reproducible: Always
Could you provide screenshot or message as mbox ?
