While researching Bug 326547 it turned out that root cause of it is systemsettings only partially using language set by "change program language" option. Most of systemsettings program is in system default (or KDE preferred) language instead of one set for particular application. Reproducible: Always Steps to Reproduce: 1. Launch systemsettings; 2. Navigate to help -> Change program language; 3. Set it to any well translated language (i.e. Polish or US English, if system default language is not en_US); 4. Log out and log in to ensure, that all applications are restarted, as suggested by warning dialog. Actual Results: Only contents of some configuration options (Desktop effects, virtual desktops, application styles, ...) are in language set for the program. The rest (Solid configuration, Country and Region, ...), including the main view, are still in system (or KDE preferred) language. Expected Results: Whole systemsettings program is in selected language. See Bug 326547 for details how it was found.

System settings has completely lost the ability to switch languages thus this bug does not exist any more (no language switching == nothing to fail).
