When opening desktop effects in system settings, they are untranslated but when running directly from shell, strings are translated. Reproducible: Always Steps to Reproduce: 1. On a localized KDE open System settings and navigate to Desktop effects. 2. Observe untranslated content. 3. Run kcmshell4 kwincompositing 4. Observe translated content. Actual Results: Desktop effects are shown as untranslated. Expected Results: Desktop effects should show translated version if it is available. Is translated here (de_DE.UTF-8, geee... do we need many letters...) What if you run "systemsettings" from the same shell?
1) I can not reproduce this issue with Kubuntu 12.04/KDE 4.11.1, 4.11 + master compiled from sources with various locales (de, lv, x-test) in systemsettings 2) Your screenshot shows a strange language issue: The left image with Systemsettings->Desktop Effects does not use the lv catalogs systemsettings ("System Settings" is untranslated in the titel) and the lv catalog kcmkwincompositing (english strings in the tabs), *but* the translated Name=Desktop Effects + translated Comment=Configure desktop effects from kwincompositing.desktop I can reproduce this behavior with Latvian at top position in "Preferred Languages" list on the "Language" tab of "Country/Region & Language" in systemsettings *and* launching "KDE_LANG=en_US systemsettings" in Konsole (the right image with kcmshell4 kwincompositing has two english strings, reason is they are not translated in locale lv) 3) "LC_" values don't matter in this case, KDE uses only the settings in "Country/Region & Language", which can be overridden using the prefix "KDE_LANG=locale applicationname" but only for translation from gettext catalogs, not for translations from desktop files. @ Māris Nartišs Some questions about your choices in systemsettings: a) Country in "Country" tab b) The order of languages (from top to bottom) in "Preferred Languages" list on the "Language" tab of "Country/Region & Language" c) how do you launch systemsettings? d) Do you have this issue launching "systemsettings" in Konsole? e) do you have thes untranslated strings only in "System Settings"->"Desktop Effects" or in all modules? e) Do you have this issue with a new user as well?

KDE_LANG gets things in more weird state: 1) accepts only "lv" or "pl" not "lv_LV" or "pl_PL" (this could be OK) 2) affects only contents of "kcmshell4 kwincompositing" or systemsettings tabs, but NOT the titles in both places ( (i.e. with preferred language set to Polish, and KDE_LANG=lv, I get "Configure desktop effects" in Polish (Konfiguracja efektów pulpitu), but the content of all controls inside - in Latvian). > e) do you have thes untranslated strings only in "System Settings"->"Desktop > Effects" or in all modules? Yes. I had to check translated strings and it affects most of system settings parts. Information sources (Solid), Country and region seems to be unaffected, but application styles, virtual desktop (and most likely the rest too) for sure are not using translated versions. There are many untranslated strings in Latvian thus I only point to places with translated strings. More careful checking might reveal some more places, where English string is shown instead of translated Latvian or Polish one. > e) Do you have this issue with a new user as well? No. New user seems to work well. Still I didn't tested what happens if I play around with preferred language settings. Seems that "component" has to be changed to systemsettings? I have no idea why it is losing the system language settings on my existing account, still, I have to admit, my KDE configuration is not pristine, as I have been just upgrading my system since around 4.1 or so + experienced often kded crashes, plasma configuration corruptions etc. (Recently I wouldn't call KDE SC as a stable product. Yes, as a long time KDE supporter, I'm trying to report all crashes and bugs to make KDE better.)
Found it! It's a different bug. Examination of systemsettingsrc file showed a "locale en_US" entry pointing to "Change application language" setting that had been set to "en_US". Thus the bug is ignoring this setting for most of systemsettings program. If whole systemsettings would be in English, I would remember to check this setting, but as it was partially OK, I forgot, that I had changed it looong time a go. Closing, as a new bug needs to be opened with correct description, title etc.
Just for the reference: the real issue is Bug 326679 Sorry, KWin guys, for trouble.
Nevermind - esp. since to triaged the scary i18n bug yourself ;-)
