The built in window styles CDE, cleanlooks, MS Windows 9x, Motif and Plastique ignore the icon sizes for small icons and dialogs (partly). Additionally to those styles Oxygen and QtCurve are installed on my Kubuntu 13.04 with KDE SC 4.11.2. My dialog icons are set to size 48, my small icons to size 32. When I choose Oxygen or QtCurve window style the icon size is as expected. But when I choose one of the built in styles mentioned above the dialog icons in the systemsettings main window shrink to size 32 (the ones in the module sidebars remain size 48) and the small icons (e.g. in the menus/context menus) shrink to 16x16. The icon size settings remain intact. When I choose Oxygen or QtCurve again, the icons become big again. Reproducible: Always Expected Results: A change of the window style should not alter the icon sizes. The icon size settings should be respected by all window styles (especially the built in ones).
I have tested this with different icon themes (Oxygen and one from kde.look.org), two different user accounts and on two independent installations. The plasma theme is default Air in case that matters. As far as I can see by now no other icon sizes are affected.
