The lateral create functions bar does not appear. Right clicking on the menu bar makes to appear the flagged grayed Functions command bar.

Please exit kmplot, edit ~/.kde/share/config/kmplotrc using an editor, and remove the line "State=" from section [MainWindow].

I cannot seem to find this directory but am having the same issue... has the location changed at all?

Ian, the .kde (or .kde4) directory is in your Home folder, but you need to enable "Show Hidden Files" (Alt+.) in Dolphin to make them visible.
