Example: I type CTRL-o in konqi a popup dialog appears but I cannot start typing. Instead I have to grab the mouse move it over the new window go back to the keyboard and then finally I can enter the URL to open. What sense have key shortcuts when I can't use them w.o. mouse? I remember something like this used to be there but either it disappeared or I can't find it anymore. (Submitted via bugs.kde.org)
You're probably using one of those two brainded focus policies that always focus the window under the cursor. Both 'click to focus' and 'focus follows mouse' policies focus new dialogs.
