After changing resolution and giving old resolution back, panel has incorrect size. See the screenshost for more informations. Reproducible: Always Steps to Reproduce: 1. Make a panel that is not using whole width or height of the screen 2. Change resolution to something smaller than you have at the moment 3. Panel is wider/taller than it was 4. Change resolution to resolution you had before 5. Panel has incorrect width/height

I can confirm. For example if I increase the panel height to a very large value (e.g. 50% of the screen) and change screen resolution, the panel seems to get restored to some default size.
Is this a duplicate of Bug 311529?
That depends on how plasma handles size of panels. This bug can be understand as feature request for locking panel size to another panel as well.
