Plasma panel changes heigth to previous, after I start application that runs in custom resolution, lower than desktop working resolution. Reproducible: Always Steps to Reproduce: 1. set panel heigth, lock panel 2. start app that runs on lower resolution 3. quit app, watch changes Actual Results: panel heigth become larger Expected Results: the same panel heigth as I set up before usually happens after fullscreen games changing resolution
I can confirm this bug is still present in KDE 4.10 rc3, but on my experience, this only happens when you have a bottom panel, if the panel is set on top or in the left, the panel didn't resize. But to me the panel becomes tinner not larger. It's curious because everything including widgets restores it's position and size after a fullscreen application that lowers the screen resolution, but not for a bottom panel.
I have a similar problem: When the resolution is changed to a lower one and back, not only the bottom panel changes its width and stays that way. The most annoying part is, that also the top panel or a side panel is not at the edge of the display anymore but floats (though full screen width (top) or height (side))! I have to delete and recreate it, dragging it back into position does not help, after logging out and back in the panel floats again. The third effect on resolution change by the way is that all windows that were open on resolution change get shrinked to the same flat size of about 430 pixel and maybe 1300 width so I have to re-drag all of them to their former size. Native display resolution here is 1920x1200, one panel centered at the bottom, 80% of screen width, one panel at the top, full screen width. I don't know exactly with which KDE SC version this initially happend, I guess 4.8... I don't dare to start games anymore because they might change the resolution (even temporary before they appear in a window as e.g. Unknow Horizons and The Clockwork Man do is too much) and that garbles the whole desktop layout. That's a very huge inconvenience.
It also happens to me. When I start a Game on Fullscreen mode, both of my two panels resize themself to a tinner resolution. (One on the top, the other on the bottom of the screen).

I have a top and a bottom panel. They persist size across KDE sessions correctly, but when an application changes the resolution they revert to what I think is the default size for a new panel. That eats a couple dozen pixels of precious vertical space, AND resizing them again is a pain so I'd love for it to stop doing that.

Plasma 4 has been unsupported for several years, and this should be fixed now in Plasma 5. If anyone can reproduce the issue in a recent version of Plasma 5, please file a new bug. Thanks!
