Same behaviour here. KDE 4.8.4 from Debian Sid amd64.
The same on Kubuntu 12.04 KDE 4.8.4 Neither clicking nor drug and drop works. It affects all group types not only "grid group".
The same on Kubuntu 12.04 KDE 4.9 Beta 2. I may add a new grouping panel, but cannot add any group. Neither clicking, nor drag and drop works.

Obviously this component is unmaintained ans should be removed ASAP.
I can also confirm that on 4.9.0 / Kubuntu 12.10 it doesn't work. I devided grouping panel with column and started adding widgets but all widgets were placed in the same place/area. Other grouping options don't work at all. If it is unmaintained ineed there is no point in fixing this bug. Anyone tried contacting the author? But on the other hand being able to devide panel into two raws/columns would be useful, but bug Bug 296399 - Panel - Digital Clock Overlaping the System Tray https://bugs.kde.org/show_bug.cgi?id=296399 should be fixed first, I think.
