I've got this one too and it's kind of annoying. Think of Kopete trying to reconnect while you have no network and spawning notification every few seconds. I allways have to try to shutdown kopete at least twice because this notication popups always when I'm in the menu/contextmenu. Annoying. It only happens on contextmenus of plasma. Window menus are not affected. Allways reproducible: enter into konsole: sleep 5 && kdialog --passivepopup Hallo 5 open contextmenu of kmix or right click on your desktop or your panel Wait for it to happen.
I can confirm this on KDE 4.8.1, on ArchLinux.

I can reproduce this on 4.9 as well. It's been a continuous issue for me since I migrated to KDE4. While it's a bit situational, it's considerably annoying.
Since the Notification widget was replaced with a newer QML-based one, the previous versions are now considered unmaintained. There will be no more code contribution to the older versions. Please only report bugs and wishes to the new version, available since KDE 4.10
