Two windows opened after log in and top panel view

Version:           unspecified (using KDE 4.7.3) 
OS:                Linux

Every time when I login I must unlock desktop elements, go to upper Panel settings and click Screen Edge, move it a little and lock desktop elements.
If I won't do that after opening some window (i.e Dolphin, Terminal, Opera, Gimp) my top panel will be below that window. If I close that window, panel goes to up edge.
Same situation on Fedora 15/16 and Ubuntu 11.04 and KDE 4.6.*

Reproducible: Always

Steps to Reproduce:
1. Log to fresh KDE4
2. Add new panel at the top
3. Add to this panel Main menu, some app luncher, some spaces, Folder View, clock and tray
4. Set this panel to auto hide
5. Log out and log in
6. Open Dolphin, Opera or Gimp

Actual Results:  
Top panel will be placed below opened window.

Expected Results:  
Top panel spoused to be at top edge whole time

Same situation on Fedora 15/16 and Ubuntu 11.04 and KDE 4.6.*

I don't think that it's the same bug, because I have it on almost every app and on open radeon driver for ATI (Fedora 15/16) and on IntelHD (Ubuntu 11.04). But if You say that is the same bug, so let it be.
