After login (or restarting plasma-desktop) top panel is positioned around 720 pixels below screen edge, which can be easily fixed (until next start) by unlocking widgets and pressing (dragging is not needed) screen edge button. Weirdest thing is that all started to happen after playing Unreal Tournament 2004 with resolution lower than used on desktop (bug started to show up after next login). I'm using Catalyst 11.8 driver. Reproducible: Always Steps to Reproduce: Restart plasma-desktop. Actual Results: Panel has incorrect position (720 pixels below top screen edge). Expected Results: Panel should be located on top.
I don't have an AMD/ATi videocard so I could not reproduce the bug even if I wanted, but the bug is not a duplicate.
What resolution did you use for UT2004? Was it 1280x720? The problem comes probably from the drivers. Try with other Catalyst versions if you can.
1280 x 800. More testing. Purging (temporary renaming ~/.kde/share/config/) fixes problem. Confirmed by reproducing it on clean desktop (top panel with trash applet). I'll attach configuration files for clean configuration and tainted after running game. And I can't change driver currently (That's my "production system" and I'm busy right now...). But in theory I'm able to temporary switch back to integrated Intel graphics, if that configuration dump is not enough (and I'll be done with my current work). Also I've noticed weird location of panel configuration interface after it went near bottom edge of screen and I've clicked toolbox button. Screenshot will follow.

"Weirdest thing is that all started to happen after playing Unreal Tournament 2004 with resolution lower than used on desktop" did it happen to use a resolution that had a height of 720px? i would not be surprised if plasma-desktop is getting incorrect information at start and then not updated with correct information later until a "re-calculate" is triggered.
720? Most probably not. That initial location seems to change, currently it's most often around 50 pixels below edge... Example with kruler shows that it can go lower if it has window on it's way, on that second screenshot it could be caused by Pidgin contact list window (shown when there is no systray). I've also checked ordinary resolution change and it causes the same effect, after restarting plasma-desktop top panel is below top edge (but there are no windows at all, just initial desktop of Kubuntu).
Confirmed for me, a couple of times - but never enough to report it seems. The only thing that may be connected to the problem is that I used a second monitor. Very well possible that I rebooted X violently to trigger this bug.

Observation this morning. I could trigger this bug by restarting plasma-desktop from the konsole, but not when starting through KRunner.
@Thijs, in my case there is no difference. The only differences come from visible windows, if there is for example Pidgin window (contacts list) then it will end near bottom screen edge, in line with bottom edge of that window...
