The Configure KAddressBook menu item does not show up when embedded in Kontact

Reproducible: Always

Steps to Reproduce:
Open kontact, switch to the contacts tab

Actual Results:  
there is no Configure KAddressBook in the settings menu

Expected Results:  
There is no Configure KAddressBook in the settings menu (as when Configure KMail is in there when on the mail tab)
