This was fixed by krop a few weeks ago. I'm guessing for 4.7.3, but certainly it works now so will be fixed in 4.7.4 I recall there was a bug in the CMakeLists.txt that krop fixed.
i'm wrong. I can see the KAddressbook configure inside the "Configure Kontact" dialog. but when the KAddressbook part is loaded, there is no Settings->Configure KAddressbook reopening...
Laurent fixed this a couple days ago. The fix will be in 4.9.0
