When a starter is created via "Show a starter when programme is not running" the starter appears too small and kind of displaced when running programms are set to be shown in two lines. It also takes the full space of an entry in the panel, even though there is only a small icon.

Reproducible: Always

Steps to Reproduce:
Create a starter, have the panel set so that programms are set to show in more than one line.


Expected Results:  
The starter(s) should show independently indepently from the running programms in the panel so that it a) does not have so much empty space on the right side of the icon and b) the icons can be bigger.

OS: Linux (x86_64) release 3.0.0-9-generic
