In the File Management options in konqueror, there is an option for "Open folders in separate windows".  This option doesn't do what it says.  Instead, it opens folders in the current tab in the current window.

Reproducible: Always

Steps to Reproduce:
1. Go to konqueror settings->configure konqueror->file management and enable "Open folders in separate windows".
2. Enable file management mode
3. Click on a folder

Actual Results:  
The folder opens in the current tab in the current window

Expected Results:  
The folder opens in a new window
