When there is a network error, the Oscar protocol (or at least ICQ) uses a notification to signal it's been disconnected. This is inconsistent with other protocols - none of them do this. And it also makes it impossible for me to disable the notification.

It's very bad because it makes a sound and repeats itself over and over at each reconnect attempt, and it's incredibly annoying. It makes watching films in KDE nearly impossible.

Steps to Reproduce:
1. Connect to ICQ
2. Pull the network cable out
3. Wait
