I have another screen configured “above” my notebook screen and noticed that applications cover the panel at the top of the lower screen. Even when chaning the visibility settings and setting them back to always visible leaves windows cover the panel.

Reproducible: Didn't try

Now it's vice versa in 4.8.3:
The panel always covers the window, ie. the window is maximized to the entire screen size and no panel space preserved

Got from [Enrico] on IRC that having TOP Y Axis of the monitors aligned is a workarround and indeed it is for me. Though not a really good one since that makes my mouse to warp up when switching monitor because of the placement.
