If you install new stuff (scripts, game expansions, wallpapers, ...) all will be installed in $HOME/.kde{4}/share/apps/[specific app].

This has at least two disadvantages (if you have two or more users on the system who use same new stuff):
1. You have to download it twice or more and stress servers
2. You have to save it twice or more and have duplicates

It would be much better when user(s) can choose whether it should be installed in $HOME or in system dir (e. g. /usr/share/knewstuff/[specific app] -> permission required).
May it is also possible making this system dir writable for all users and installing new stuff there by default.

Needed to fix bug 255453.
