The bug is still present in KDE 4.6, and under the Norwegian Nynorsk locale. See duplicate bug 273251 for more information and screenshots comparing the system settings under English and Norwegian Nynorsk locale. (The bug is *not* present under the English locale.)
I had a look on this one... The icons are laid out in a grid and the grid size is set to the size of the biggest item, these languages have at least one entry with a long word (single words are not wrapped). Alternative to current solution could possibly be to do some statistics on the widths of items, if a few are much wider than the rest (outliers) then don't account for their width but instead let them get elided (end of text replaced with "..."). But I suggest WONTFIX, personally I want to see the whole names of all entries.
One obvious solution would be to respect the soft hyphens embedded in the strings (for example for the Norwegian Nynorsk translation ‘Skrivebordseffektar’ could be split into ‘Skrivebords-effektar’). I thought Qt did this by default (soft hyphens work in for example KMail), so it looks they are explicitly ignored in KCM, for some reason.

Coming from https://bugs.kde.org/show_bug.cgi?id=368709 , icons margin size is too small to be comfort for Chinese/Japanese where each character can be considered as a word.

So for Norwegian Nynorsk, the KCM spacing is not a problem anymore (we include soft hyphens in our translations of KCM names). So translation teams can at least *mitigate* the problem by including soft hyphens in the longer KCM names.
Icons view is being removed for Plasma 6, so this bug will be no longer possible to experience there. :)
