As I described in bug #232172 plasma shuffles around in activities for other desktops when I change the activity for the current desktop.

I have four activities, each one on one desktop:

"After login in again, the activities system and communication were switched. The konsole window correctly appeared on the right bottom desktop which was not the communication activity and not the system one. I selected the left bottom desktop, choosed zoom out and selected the communication activity. Then plasma placed the system activity on the right bottom desktop where I want it to be. But still I didn't ask it to change it and would have preferred that I change
it myself.

On top of it Plasma changed the right top desktop to some generic "Arbeitsfläche" activity. I didn't ask it to do it."

Expected results: Plasma just changes the activity of the desktop I selected a new activity for. Plasma lets me decide on how to place my activities.
