I've written quite long texts onto the same line and when I slowly, carefully scroll the document, I see it jumping forward from one line to another (as a top line). It makes scrolling very jerky and thus quite difficult to follow in means of document length.
Thats by design, sorry, that is not changeable.
What design is that? The design needs to be fixed then, because it's a buggy behavior of a program.
Thats your opinion and if your want to rewrite that part and provide patches, than it is fine. But that is no error or bug.
Sorry, maybe I soundid a bit harsh before :) I thought about that a little, so yes, that may not be an error in design, but maybe the bug should be changed to wish instead? The wish would be to enable line-by-line navigation with dynamic line wraps.

What could be done is this: Check, if the upper line is dynamically wrapped. If so, move the view one line up, but do not touch the scrollbar. Then, at least scrolling with the mouse wheel over the text area would work as expected.
KDE 4.8 seems to have this issue solved (at least for me).
Yep, seems fixed.
Yes: It works with the arrow buttons of the scrollbar and the mouse wheel. But it does not work, if you move the scrollbar with the mouse. But I think this is still a good compromise.
