Some KWin effects allows user to set specific speed for the effect what is separated from the global speed. Example, user changes the global animation from normal to slow and then changes some effects like desktop grid to be faster than default (slow). 

But this does not work for all effects like Scale In what would make windows pop-up slowly. Only way to get this kind small configuration is set the global animation to very slow and then configure other possible effects faster if they allow such configuration. That is just a other way around but not so logical.

As far as I can tell users don't change defaults that often and to be honest such level of configurability is not justified, it just makes things more complicated. For what it's worth, many animation effects have an option to change duration.

In general, if people don't like defaults of some effect, then we have to adjust the defaults of that effect because I doubt that anyone would spend their time on seeking "nice" parameters.

In fact I am using 'Instant' since years, because I cannot configure timings to look sane. Some are too fast, some too slow with either setting.
