It seems this was also reported in Launchpad: https://bugs.launchpad.net/ubuntu/+source/amarok/+bug/465149 Playing from the last.fm client works just fine.
apparently lastfm requires paid accounts to allow streaming to 3rd party apps http://www.last.fm/api/radio "Radio API Who can I stream radio to? Any API account can only stream radio to Last.fm's paid subscribers. Note: Due to licensing restrictions, you may not use the radio API on mobile telephones."
