Version:           0.70.90 (using 4.3.1 (KDE 4.3.1), Debian packages)
Compiler:          cc
OS:                Linux (x86_64) release 2.6.30-ex5620

Back in KDE3, kopete was able to use basic video chat features (I think it was one way, video only, but still better than nothing). Now, in KDE4.3, my webcam is still working with kopete (I can see the preview in the settings), but I can't find any button to start a video chat, so there is no way to use the feature.
I don't receive video chat invitations from WLM contacts either. My webcam is a uvcvideo integrated in my laptop.

I'm also affected by this bug.

kopete 0.70.90 (kde 4.3.1 / ppa kubuntu)

kubuntu jaunty 
Linux 2.6.24-24-generic x86_64 GNU/Linux

(all was working in kde 3)

I'm suffering from this bug too.

Happens in Kubuntu 10.04 too with KDE 4.4.2.
