When visiting a bug the head line (div#location) contains a quoted "&ndash;", eg. in <http://bugs.kde.org/show_bug.cgi?id=198992>:

Fix formatting of the header for bugs

Don't try to be so smart with formatting the short description for
display in the headings and title. It was causing bug 199022
