Steps to reproduce"
1. set focus follows mouse and focus stealing prevention to normal and all raising on click options to off
2. open a konsole.
3. Start eog image1.png & from that konsole
     -> The new window appears in front of the konsole window
4. Start eog image2.png from that konsole
     expected behaviour: The new eog window should start on top
     actual behavior: it start beyond the konsole window

Since upgrading my Kubuntu Karmic to Lucid, I have this bug too in a very noticable way: with Firefox.

When I click the Firefox icon in my Quicklaunch, or when I press my keybinding that runs command 'firefox', the new Firefox window opens under other open windows.

My Kubuntu upgrade included a manual 'rm -rf ~/.kde' followed by re-applying some settings (via the System Settings GUI). Amongst others: "Focus follows mouse", "Focus stealing prevention = Low".

Kubuntu Lucid "out of the box": KDE 4.4.2, Firefox 3.6.3.

New discovery: I can not reproduce the bug when I set "Focus stealing prevention" = None.

We probably need smarter focus stealing prevention.
