wp:TOFU lubos had implemented a filter in the old bugzilla. i don't know whether you broke it, completely dropped it, or it just didn't work in this case.

Hi! This is an old bug and I want to know if this still a need? I got the old bugzilla code, that need to be adapt for the new version.
if this comment is posted with TOFU, then it is. ;) (i intentionally hard-wrapped a line and cut the footer to replicate what i believe to be possible triggers in the example i linked).
