The date format in the digital clock widget is relatively unconfigurable. Although adding configuration options to that widget alone would be alright, it might be somewhat cumbersome. Also, the date format can be set in System Settings > Regional & Language > Country/Region & Language. Presumably, this could read that setting and use the Date or Short-Date format chosen there.

Lets keep all problems with configuration of date format in the one bug.  This will be fixed in KDE4.4, fix currently undergoing review.
