This means there is a packaging error, and that you should report it to kubuntu.

I just reported bug 222718 which is about the same bug, but contains some problem analysis. I filed a new bug as I have no permission to reopen this report and fear that comments on closed bugs might not be noticed.

Furthermore in my case this problem just appeared when upgrading from 4.3.3 to 4.3.4 and hadn't been around before.

I'm not quite sure if this really is a packaging error, as the original reporter has this issue on Kubuntu, while I am having the same problem on Gentoo.
