When the system clock changes (either from systemsettings or from the command line or when ntpd changes it) while kwin is running, kwin shuts down composite effects and it popups a notification saying that the system is too slow to display effects. After that, kwin needs restarting to display effects again (just reconfiguring it doesn't do anything). This doesn't seem right... :)

Steps to reproduce:
1) enable composite effects
2) go to "systemsettings->date & time" and change the time (even just a minute before or after the current time).
