Version:            (using KDE 4.2.0)
Installed from:    Debian testing/unstable Packages

I can not open any file with Japanese characters in any KDE program from the command line or konqueror.

Testcase: (needs webshortcuts enabled with Google by default)
From command line:
$ konqueror japanese
will open
http://www.google.com/search?q=japanese&ie=UTF-8&oe=UTF-8

but
$ konqueror パーティー
will search garbage in Google
http://www.google.com/search?q=ãã¼ãã£ã¼&ie=UTF-8&oe=UTF-8

Note: My system is 100% UTF-8.
