My problem with KDE4 is the zoom... it stop working as it did on KDE3. 
From the intial state, an user can only increase the zoom but not reduce to a lower value

I can confirm that but ONLY when the zoom is done with ctrl+mouse wheel. Ctrl+- can zoom out further, but ctrl+mouse whell down can't. That isn't much of a problem in konqueror (where you can use ctrl+- anyway), but it is for kmail (see bug 175921).

Yes, this is a problem in KHTMLPart. I'm using it alone in a separate application, and zooming < 100% doesn't work.

SadEagle on IRC pointed this comment out:
[01:50] <SadEagle>  // ### zooming under 100% is majorly botched,
[01:50] <SadEagle>   //     so disable that for now.

Guess that pretty much explains :)

Dear user,

KHTML (and KJS) was a long time more or less unmaintained and got removed in KF6.

Please migrate to use a QWebEngine based HTML component.

We will do no further fixes or improvements to the KF5 branches of these components beside important security fixes.

Sorry that we did not fix this issue during the life-time of KHTML.
