Once to open all the tabs, once to actually load the pages for the tabs. Sample file will be attached. Reproduce: 1) Copy anon_profile into $KDEHOME/share/apps/konqueror/profiles 2) (re)Start Konqui 3) Load said profile, notice that 23 empty tabs are openened 4) Load profile again, notice that content is loaded Expected behaviour: Content should load the first time. Notes: Copying profile files from KDE 3 fails completely, I suspect this is related to the State value. The file in question was generated by Konqui 4.1.0. It is original, except for the URLs, which I replaced with kde.org.

BTW, this Konqui instance will usually go to 99% CPU after some time, even with only tab opened.
This works correctly here in kde 4.1.96. All the pages load their content from the first time. Can you re-test too?
