I can confirm the default-button-not-resetting-all-settings here with KDE SC 4.9.1, setting the bug details accordingly. Set the window-switching (alt-tab) to 3D-Window-Staple/Pile ("3D-Fensterstapel") and set the shortcut to alt-tab for the effect. Reset to defaults with the defaults-button in the "All Effects Tab". (Systemsettings -> Workspace Effects -> All Effects) It certainly resets the animation speed in Systemsettings -> Workspace Effects -> General ("Allgemein"), the effects also have been reset. What has not been reset appear to be the short-cut bindings. Alt+tab doesnt have any effect anymore. The default Window-Switching with alt-tab would be expected by the user.
In 5.x there is a new configuration module which splits compositing and effect settings. This means this bug doesn't apply any more, therefore set to wontfix. One could also say it's fixed as default button is working in the new effects kcm.
