I have a message that contains

A reply to all on this creates:

To: debian-devel-announce@lists.debian.org
To: gr_declassification@vote.debian.org

There are two things wrong with that.  First, debian-vote@lists.debian.org should be a To address, because it has the same status (or better) as debian-devel-announce@lists.debian.org in the original message.  Also, it is in Mail-Followup-*To* (as opposed to, say, Mail-Followup-Cc).

Second, and more importantly, the From address is missing completely.  Surely a "reply" should foremost go to the sender, and "to all" should actually include "all" addresses.
