After removing second panel or kasbar everything is OK.
(1)freely defineabe area, where icons are rearranged horizontally or vertically (2) remove all icons from desktop, add external taskbars (left-screen-right, right-screen left, right-screen bottom new design: (--> Aaron Seigo) (3) free positionable shrink/expand panel-hiding button, not hidden in automatical hiding mode. With this design, the desktop can be basically empty except the visible panel-hiding buttons, which are hotspots for further actions.
I moved all icons to external taskbars. Adding icons to empty desktop solves the problem. Arranging icons horizontally/vertically is OK now.

From the look of it, I can add my confirmation of this bug here. I'm using the nVidia drivers and two screens. Screen 2 is on the left, screen 1 is on the right. Unlike the original poster, I cannot place desktop icons on my left screen (screen 2), no matter what kind of kicker config/child panels exist. Basically, if /any/ of the desktop icon arrangement schemes are used (arrange horizontally, vertically, or 'to grid'), all desktop icons are moved to screen 1 (the right screen).
Not being able to place icons on screen 2 at all in that setup may be bug #116341 http://bugs.kde.org/show_bug.cgi?id=116341
