Version:           1.8 (using KDE KDE 3.4.0)
Installed from:    Unlisted Binary Package
Compiler:          gcc version 3.3.1 (Mandrake Linux 9.2 3.3.1-2mdk)
OS:                Linux (i686) release 2.6.11-oci5.mdk

I chose to file a new bug, rather than add a comment to Bug 69975 (Closed Won't Fix).  In that Report the Bug Filer received a snide remark about this behavior as it pertains to the Forward function.  Well the same problem, mentioned in Bug 69975 for the Reply function, exists for Email Forwarded Inline.  Selecting the text and selecting Forward does not generate the desired behavior.  I don't want to forward mail as an Attachment.  This is the same poor behavior, for which, the the AOL mail client has been much maligned.  I think the Encapsulated mesage should be included in its entirety, allowing the Sender to edit as required.

Also for me kubuntu 7.04 kmail 1.9.6 kde 3.5.6 forward e-mail in line as the same effect as attachment. Please, resolve this bug.

For me, forward inline works perfectly.
