I've had this problem with the last couple of versions.  My screen saver configuration and power management setup are all configured, yet the screen saver does not run.  I don't know if 'xscreensaver' is part of it, but that is installed and does work properly itself.  It's just that KDE can't seem to do the screen saver.  I'm sorry this report is so vague, but if you ask me questions, I can answer them.

More comments:  I realized that this problem happens whenever I upgrade KDE, I think.  The fix to the problem is to unset all the screen saver settings, and then set them again.  Then the screen saver works again.  Rebooting doesn't help, only unset and set again.  My guess is that KDE stores screen saver settings in two places, and the second one gets blown away after an upgrade.  Since I figured out how to reenable the screen saver, I haven't tried rebooting to find out of the settings stick.  I'll report on this later.

More comments:  Apparently, it's not an upgrade thing.  It just mysteriously stops working at random.  I have rebooted and done nothing to the system configuration since.  The screen saver had worked, but for no obvious reason, it has simply stopped working again.

I have had the same problem throughout the 3.5 series.  The screen saver works for a while after KDE starts, then it stops working altogether.  This seems independent of which screen saver had been selected at the time.
