When the mouse pointer hovers over an URL in a received email, the context menu contains the entry "open URL".  This opens the URL with konqueror.  If the URL points to, say, a PDF document instead of an HTML document, then I do not want konqueror to open it, but some other application, e.g. xpdf.  For that I would like an "open URL with..." menu, similar to the "open with..." menu that konqueror offers.

In the file associations section of the control center you can configure to open the application/x-pdf filetype with e.g. xpdf or another program of your choice.

You should have the same drop down menu as in konqueror for links, in which you can choose which program to run. See also Bug 107565: a reported a similar bug, but this one is for attachments.
